If you're serious about this, I have the experience to help.  I worked with a payday lender with 47 stores; with my help, they were able to create a legitimate internet arm that was fantastically lucrative, even with a 40% default rate.  I did all of the licensing for this organization, along with setting up the complete collection operation.  I also have a complete understanding of the nuts and bolts of these operations and can guide you as to software, "one-stops" that can make it relatively simple.

I also have connections with some marketing folks who've done this before and were able to promote it very well and acquire leads on the cheap.
